The European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT) is an intergovernmental organisation created through an international convention agreed by a current total of 30 European Member States.

EUMETSAT's primary objective is to establish, maintain and exploit European systems of operational meteorological satellites. EUMETSAT is responsible for the launch and operation of the satellites and for delivering satellite data to end-users as well as contributing to the operational monitoring of climate and the detection of global climate changes.

A medium Earth orbit (MEO) is an Earth-centred orbit with an altitude above a low Earth orbit (LEO) and below a high Earth orbit (HEO) – between 2,000 km (1,243 mi) and 35,786 km (22,236 mi) above sea level).

The boundary between MEO and LEO is an arbitrary altitude chosen by accepted convention whereas the boundary between MEO and HEO is the particular altitude of a geosynchronous orbit, in which a satellite takes 24 hours to circle the Earth, the same period as the Earth’s own rotation.
