A commissary is a government official charged with oversight or an ecclesiastical official who exercises in special circumstances the jurisdiction of a bishop.

In many countries, the term is used as an administrative or police title. It often corresponds to the command of a police station, which is then known as a "commissariat". In some armed forces, commissaries are officials charged with overseeing the purchase and delivery of supplies, and they have powers of administrative and financial oversight. Then, the "commissariat" is the organization associated with the corps of commissaries. By extension, the term "commissary" came to be used for the building where supplies were disbursed.

In some countries, both roles are used; for example, France uses "police commissaries" (commissaires de police) in the French National Police and "armed forces commissaries" (commissaires des armées) in the French armed forces.

The equivalent terms are commissaire in French, commissario in Italian, Kommissar in Standard German, Kommissär in Swiss German and Luxembourgish, comisario in Spanish, commissaris in Dutch and Flemish, komisario in Finnish, komisarz in Polish and comissário in Portuguese. The International Regulations for Preventing Collisions at Sea 1972 (COLREGs) are published by the International Maritime Organization (IMO) and set out, among other things, the "rules of the road" or navigation rules to be followed by ships and other vessels at sea to prevent collisions between two or more vessels. COLREGs can also refer to the specific political line that divides inland waterways, which are subject to their own navigation rules, and coastal waterways which are subject to international navigation rules. The COLREGs are derived from a multilateral treaty called the Convention on the International Regulations for Preventing Collisions at Sea.

Although rules for navigating vessels inland may differ, the international rules specify that they should be as closely in line with the international rules as possible. In most of continental Europe, the Code Européen des Voies de la Navigation Intérieure (CEVNI, or the European Code for Navigation on Inland Waters) apply. In the United States, the rules for vessels navigating inland are published alongside the international rules.

The Racing Rules of Sailing, which govern the conduct of yacht and dinghy racing under the sanction of national sailing authorities which are members of the International Sailing Federation (ISAF), are based on the COLREGs, but differ in some important matters such as overtaking and right of way close to turning marks in competitive sailing.

The ICMJE recommendations (full title, "Recommendations for the Conduct, Reporting, Editing, and Publication of Scholarly Work in Medical Journals") are a set of guidelines produced by the International Committee of Medical Journal Editors for standardising the ethics, preparation and formatting of manuscripts submitted to biomedical journals for publication. Compliance with the ICMJE recommendations is required by most leading biomedical journals. As of 9 January 2020, 5570 journals worldwide claim to follow the ICMJE recommendations.

The recommendations were first issued in 1979 under the title "Uniform Requirements for Manuscripts Submitted to Biomedical Journals" (abbreviated URMs and often shortened to "Uniform Requirements"). After a series of revisions, they were given their current name in 2013.

The US Army Air Forces in WWII had major subordinate Commands below the Air Staff level. These Commands were organized along functional missions. One such Command was the Flying Training Command (FTC).
