The Air Force Research Laboratory (AFRL) is a scientific research organization operated by the United States Air Force Materiel Command dedicated to leading the discovery, development, and integration of aerospace warfighting technologies, planning and executing the Air Force science and technology program, and providing warfighting capabilities to United States air, space, and cyberspace forces. It controls the entire Air Force science and technology research budget which was $2.4 billion in 2006.

The Laboratory was formed at Wright-Patterson Air Force Base near Dayton, Ohio, on 31 October 1997 as a consolidation of four Air Force laboratory facilities (Wright, Phillips, Rome, and Armstrong) and the Air Force Office of Scientific Research under a unified command. The Laboratory is composed of eight technical directorates, one wing, and the Office of Scientific Research. Each technical directorate emphasizes a particular area of research within the AFRL mission which it specializes in performing experiments in conjunction with universities and contractors.

Since the Laboratory's formation in 1997, it has conducted numerous experiments and technical demonstrations in conjunction with NASA, Department of Energy National Laboratories, DARPA, and other research organizations within the Department of Defense. Notable projects include the X-37, X-40, X-53, HTV-3X, YAL-1A, Advanced Tactical Laser, and the Tactical Satellite Program.

The Laboratory may face problems in the future as 40 percent of its workers are slated to retire over the next two decades, while since 1980 the United States has not produced enough science and engineering degrees to keep up with demand.

Located at Kirtland Air Force Base, New Mexico, the Air Force Operational Test and Evaluation Center is a direct reporting unit of Headquarters, United States Air Force. It is the Air Force independent test agency responsible for testing, under operationally realistic conditions, new systems being developed for Air Force and multi-service use.

AFOTEC employs more than 600 military and civilian personnel at its headquarters and four detachments located at Kirtland AFB (NM), Eglin AFB, (FL), Hill AFB (UT), Edwards AFB (CA), and Nellis AFB (NV) respectfully, as well as multiple operating locations around the country. In 2021, the former detachment at Peterson AFB (CO) was transferred to the United States Space Force.

The results of AFOTEC's tests, normally conducted on prototype and pre-production models, play an important role in Air Force and DOD acquisition decisions. Test results also identify deficiencies requiring corrective action.

The air traffic control radar beacon system (ATCRBS) is a system used in air traffic control (ATC) to enhance surveillance radar monitoring and separation of air traffic. It consists of a rotating ground antenna and transponders in aircraft. The ground antenna sweeps a narrow vertical beam of microwaves around the airspace. When the beam strikes an aircraft, the transponder transmits a return signal back giving information such as altitude and the Squawk Code, a four digit code assigned to each aircraft that enters a region. Information about this aircraft is then entered into the system and subsequently added to the controller's screen to display this information when queried. This information can include flight number designation and altitude of the aircraft. ATCRBS assists air traffic control (ATC) surveillance radars by acquiring information about the aircraft being monitored, and providing this information to the radar controllers. The controllers can use the information to identify radar returns from aircraft (known as targets) and to distinguish those returns from ground clutter.
