The Islamic Jihad Movement in Palestine (Arabic: حركة الجهاد الإسلامي في فلسطين‎, Harakat al-Jihād al-Islāmi fi Filastīn), known in the West as simply Palestinian Islamic Jihad (PIJ), is a Damascus-based Palestinian Islamist organization formed in 1981. PIJ together with Hamas and six other factions are members of the Alliance of Palestinian Forces, which rejects the Oslo Accords and whose objective is the establishment of a sovereign Islamic Palestinian state. PIJ rejects a two-state solution and promotes the military destruction of Israel. Neither PIJ nor Hamas are members of the PLO.

PIJ has been labelled a terrorist organisation by the United States, the European Union, the United Kingdom, Japan, Canada, Australia, New Zealand and Israel. PIJ has undertaken numerous attacks on Israeli civilians, including suicide bombings; and has suffered extensive operations against its infrastructure carried out by the IDF, which resulted in severe losses to the group, and it appeared significantly weakened by 2004.

Iran is a major financial supporter of the PIJ. Its financial backing is believed to also come from Syria. The Islamic Jihad Movement has sent "its gratitude to the brothers in Hezbollah, the Islamic resistance in South Lebanon. Particularly Hassan Nasrallah, for their stance and support, be it financial, military or moral support".

Following the Israeli and Egyptian squeeze on Hamas in early 2014, PIJ has seen its power steadily increase with the backing of funds from Iran. The armed wing of PIJ is Al-Quds Brigades, formed in 1981, which is active in the West Bank and Gaza Strip, with its main strongholds in the West Bank being the cities of Hebron and Jenin. Its operations have included suicide bombings, attacks on Israeli civilians, as well as the firing of rockets into Israel. PIJ has much in common with Hamas, with both fighting against the existence of the State of Israel. Both groups were formed as offshoots of the Muslim Brotherhood, are members of the Alliance of Palestinian Forces and receive a large amount of funding from Iran. With similar goals, Hamas and PIJ have worked together on a number of projects.

Hit-to-kill, or kinetic kill, is a term used primarily in the military aerospace field to describe weapons that deliver their destructive power by hitting the target at high velocity and do not contain an explosive warhead. It has been used primarily in the anti-ballistic missiles (ABM) and anti-satellite weapons (ASAT) area, but some modern anti-aircraft missiles are also hit-to-kill. Hit-to-kill systems are part of the wider class of kinetic projectiles, a class that has widespread use in the anti-tank field.

The War Powers Resolution (also known as the War Powers Resolution of 1973 or the War Powers Act) (50 U.S.C. ch. 33) is a federal law intended to check the U.S. president's power to commit the United States to an armed conflict without the consent of the U.S. Congress. The resolution was adopted in the form of a United States congressional joint resolution. It provides that the president can send the U.S. Armed Forces into action abroad only by declaration of war by Congress, "statutory authorization," or in case of "a national emergency created by attack upon the United States, its territories or possessions, or its armed forces."

The War Powers Resolution requires the president to notify Congress within 48 hours of committing armed forces to military action and forbids armed forces from remaining for more than 60 days, with a further 30-day withdrawal period, without congressional authorization for use of military force (AUMF) or a declaration of war by the United States. The resolution was passed by two-thirds each of the House and Senate, overriding the veto of the bill by President Richard Nixon.

It has been alleged that the War Powers Resolution has been violated in the past – for example, by President Bill Clinton in 1999, during the bombing campaign in Kosovo. Congress has disapproved all such incidents, but none has resulted in any successful legal actions being taken against the president for alleged violations.
